at the end of the application filling process, its the last thing they ask if i remember correctly - gender, race.
i also believe (after a good year or so of applying for fed jobs and being highly qualified) that you will not get hired unless you are a minority, disabled or military vet. the fed govt reply was that i had the pre-requisite qualifications but i wasnt selected for the interview process . . . i hate DC and the fed govt.

So if you are serious about a GOVT job best to look for a job a rung or two below your experience to get your foot in then move up once you are in. GOVT jobs are not that great anymore anyways you have just as much or even more security in the private industry.

Reality and experience. If you're not aware of the Government's attempt to artificially create "diversity" even at the expense of work quality...I don't know what else to say. It's been doing on forever but it's worse now than ever.

Unfortunately Matty, I am capped out where I am. Can't get more pay without a higher grade, can't get a higher grade unless I get into management in another division. Besides, I already do a lot of the crappy work of management in my current position (personnel, procurement, manage multiple dockets, oversee junior attorneys) but am not even (after 20 years) graded as a senior attorney b/c my division has no slots for it. Got to move out to move up which sucks b/c I otherwise generally like my job.
