But lawmakers have taken a largely hands-off approach, letting the department decide who gets the money and how much.

The Environmental Working Group, a health and environmental advocacy group, called the program “old-fashioned vote buying,” saying it did not send money to groups truly at risk. That story was totally bogus, police now say. The man's truck was full of nothing but A/C parts, and the gunman - Mark Anthony Aguirre, a former Houston Police Department captain - had been paid more than $250,000 by a right-wing organization to pursue far-fetched voter-fraud conspiracy theories.

Subsidies always have unintended consequences or intended consequences that are hidden from the public.
Same with our bullshit tax code. The rich get richer and we hold the bag (of shit). Flat tax (personal, no tax on the 1st 40k for everyone, business, flat tax on all revenue). No write-offs, loopholes, subsidies, etc. All those things help rich people get richer. I'm all for people getting rich, but they don't need help.

Trump cut aid to both way under what Obama gave them. Obama area we were giving Russia 400 million last year 7 million. N Korea in 2008 Obama gave them 185 million last year around 7 million.
